Nous recherchons d’un(e) Spécialiste en Gestion HSE des Contractants en charge du développement et la mise en œuvre des processus HSE liés à la gestion des contractants, durant la transition de la phase de construction vers les opérations du projet Simandou. Il intervient aussi bien en phase pré-attribution qu’en phase post-attribution des contrats, afin de garantir que les exigences HSE soient intégrées tout au long du cycle de vie de la gestion des contractants.

Poste basé à Canga, uniquement ouvert aux Guinéens avec un contrat de travail local.
Relevant du Conseiller Principal HSE, il/elle aura les responsabilités suivantes :
Phase pré-attribution des contrats :
- Examiner le périmètre des travaux afin d’identifier les risques et exigences HSE, en collaborant avec les responsables et les parties prenantes pour coordonner les évaluations des risques HSE spécifiques à chaque lot.
- Élaborer la documentation HSE exigée pour les appels d’offres (plans, procédures, matrices de conformité), conformément aux exigences de l’entreprise, en définissant les critères d’évaluation HSE pour la sélection des contractants et en participant aux évaluations techniques des offres.
- Mener les évaluations HSE et les échanges de clarification avec les soumissionnaires afin d’assurer une compréhension et un alignement adéquats.
- Préparer les analyses d’évaluation des appels d’offres, les synthèses et les présentations nécessaires à la prise de décision, en contribuant au processus de recommandation d’attribution des contrats par des analyses HSE et des stratégies de maîtrise des risques,
Phase post-attribution des contrats :
- Participer aux réunions de lancement des contrats afin de communiquer les attentes HSE et les obligations contractuelles, tout en accompagnant les équipes terrain dans l’élaboration, le suivi et le pilotage des processus de préparation HSE des contractants.
- Soutenir la mobilisation des contractants et assurer l’alignement avec les systèmes et standards HSE opérationnels.
- Faciliter la transition de la gestion HSE des contractants de la phase de construction à la phase d’exploitation, en garantissant continuité et conformité.
- Développer et maintenir des relations solides avec les contractants et les parties prenantes internes, en favorisant la collaboration et la responsabilisation.
Reporting et outils digitaux:
- Préparer et présenter les rapports réguliers, les présentations et les tableaux de bord d’indicateurs (KPI) afin de suivre la performance HSE des contractants.
- Soutenir les équipes terrain pour garantir que les systèmes et la documentation des contractants soient conformes aux exigences de Simfer.
- Promouvoir et soutenir l’utilisation des outils et plateformes digitales (ex. SharePoint, systèmes de gestion des contractants) pour les données et documents HSE.
- Participer aux processus de gestion des risques, audits et inspections, et veiller à l’intégration de ces exigences dans les systèmes des contractants.
Ce que vous apporterez
- Avoir un diplôme en Santé/Sécurité, Sciences de l’Environnement, Ingénierie ou domaine connexe et disposer d’un minimum de 7 ans d’expérience professionnelle en HSE et en gestion des contractants, idéalement dans les secteurs miniers, des infrastructures ou de l’industrie lourde.
- Avoir de solide compréhension du cycle de vie de la gestion des contractants, y compris la mobilisation et l’intégration opérationnelle.
- Avoir d’excellentes compétences en communication (oral et écrit), de préférence bilingue français/anglais et en relations interpersonnelles.
- Avoir une bonne maîtrise de la suite Microsoft Office, de SharePoint et des plateformes digitales HSE.
- Avoir une expérience du travail en régime FIFO et en environnements de sites isolés, axée sur l’esprit d’équipe, collaboratif et analytique, de préférence d’un environnement multiculturel et pluridisciplinaire.

About the Simandou Project
The Simandou Iron Ore Project is located in the Republic of Guinea, West Africa. It is Africa’s largest infrastructure and mining project and represents one of the largest known reserves of high-grade iron ore in the world.
Rio Tinto holds rights to Simandou Blocks 3 and 4 through SimFer, a joint venture between the Government of the Republic of Guinea, Rio Tinto and Chalco Iron Ore Holdings (CIOH). Construction of the mine, together with the associated rail and port infrastructure, is well underway with first production from the SimFer mine expected in 2025.
