About the role
We are seeking a General Manager HSE to lead health, safety, and environmental performance across the Simandou Project—one of the world’s largest and most complex integrated mining developments, spanning a 50Mtpa mine, a ~650km rail network and port infrastructure.
This role is critical to delivering safe outcomes at scale, leading HSE through final construction, operational readiness and into steady-state operations on a project of global significance.
You will play a key leadership role in strengthening safety culture, managing risk in a complex multi‑contractor environment, and embedding consistent HSE standards across mine, rail and port interfaces.
Reporting to the Managing Director, Simfer, you will be responsible for:

Ensuring the effectiveness of a robust HSE Management System aligned to Rio Tinto and regulatory requirements

Delivering HSE performance across the SimFer project scope and supporting InfraCo interfaces

Leading HSE strategy through construction, operational readiness and transition to steady-state operations

Driving a visible, credible and consistent safety culture across the workforce
-
Embedding critical risk management and contractor oversight across complex scopes
-
Ensuring compliance with policies, standards and lender expectations across all project phases
-
Setting and monitoring HSE targets, metrics and reporting frameworks
-
Designing and delivering risk mitigation and improvement programs aligned with project requirements
-
Integrating HSE priorities into project planning, decision-making and stakeholder engagement
-
Building local HSE capability across the organisation and for the Guinean national workforce
-
Maintaining strong relationships with internal leadership, partners, regulators and communities
-
Overseeing emergency response, medical and security services across the project
What you’ll bring

A strong commitment to the safety of yourself and your team

20+ proven years’ HSSE leadership experience in large-scale projects across multiple geographies

Experience operating in complex, high-risk and multi-contractor environments

Demonstrated professional experience in diverse and multicultural environments.

Strong contractor management and critical risk capability

Strong leadership, influencing and stakeholder engagement skills

About the Simandou Project
The Simandou Iron Ore Project is located in the Republic of Guinea, West Africa. It is Africa’s largest infrastructure and mining project and represents one of the largest known reserves of high-grade iron ore in the world.
Rio Tinto holds rights to Simandou Blocks 3 and 4 through SimFer, a joint venture between the Government of the Republic of Guinea, Rio Tinto and Chalco Iron Ore Holdings (CIOH). Construction of the mine, together with the associated rail and port infrastructure, is well underway with first production from the SimFer mine expected in 2025.
